System Operator I

 

Job Purpose

 

MP&W is immediately seeking a System Operator who whill direct and operate the Utility’s electric and water systems to ensure reliable and cost-effective delivery of power and water to the customer while contributing to the stability of the Bulk Electric System (BES), interconnected and distribution power grid. The System Operator has the responsibility and authority to implement real-time actions that ensure the operation of the BES. This authority is to direct whatever actions necessary in response to system contingencies and emergencies to resolve the problem and maintain the integrity of the control area, regional, and interconnected system.

 

The System Operator has the responsibility and authority to implement all MP&W emergency procedures associated with the MP&W Bulk Electric System. These procedures include taking immediate steps to relieve the condition by adjusting generation, changing schedule between control areas, and manual or automatic load shedding (if required) to relieve overloading or imminent voltage collapse. System Operations is responsible for taking calls for all utilities and dispatching accordingly.

 

Specific Responsibilities

 

  • Monitor electric and water system conditions and the interchange tie lines with adjacent utilities.This includes:

    • Monitor the MISO energy market, real-time and day-ahead prices, and make unit commitment recommendations to ensure the most efficient and economic operation of the utility.

    • Monitor and adjust system voltages and frequency, making adjustments as necessary.

    • Maintain, update, and issue reports relating to system operations.Reports may be required to MISO, NERC, and Department of Energy.

    • Forecast the system load requirements to effectively coordinate and supervise generator unit scheduling, load levels, testing, etc.

    • Ensure adequate reservoir levels are maintained and water facilities are operating.

    • Maintain a daily record of weather, system load, and tie-line control data.

    • Use the MISO Outage Scheduler, Control Room Outage Window (CROW), in routine and emergency situations.

  • Respond to system and station alarms as needed and determine corrective measures, including:

    • Coordinate outage response, acting as Incident Commander as appropriate.

    • Call out and direct T&D personnel to investigate further and restore service.Establish priorities based on factors such as system capability and condition, criticality of loads, safety, and the location of personnel and equipment.

    • Call out and direct Water personnel to investigate further in response to items that cannot be corrected via SCADA.

    • Call out and direct all other MP&W personnel to respond as needed.

    • Follow plans and procedures and interconnection documents that relate to operating emergencies, which could involve load shedding, environmental constraints, and other factors.

  • Review, recommend changes to, and follow policies and procedures in the NERC Standards (Reliability, CIP, and MRO), MISO Business Practice Manuals, the MP&W System Operator Guide Book, MISO training documentation, and other documentation.

  • Write, issue, and direct switching orders directing field personnel to perform all transmission, distribution, and substation switching for emergency and normal system operation and maintenance work.Follow procedures for interconnection switching guides with neighboring utilities.

 

Other Responsibilities

 

  • Issue hold tags and administer the Switching and Hold Tag Order Procedure for the A/O field crews.

  • Monitor security systems.

  • Provide information to other departments and the outside marketing partner.

  • Respond to telephone calls from customers relating to electric, water, and communications systems operations and outages or other questions relating to MP&W.Primary phone answering responsibilities from midnight to 6

  • Work to complete tasks as described in the MP&W Electric Power System Operator Program segments to achieve System Operator II status in the time agreed.

  • Act as liaison between MP&W and emergency response teams (fire, police, EMT) as needed.Respond to all MP&W emergency calls initiated by employees.

  • Other duties as assigned.

 

Qualifications

 

Knowledge

 

  • High school graduate or equivalent.Associate’s degree preferred.

  • Minimum 2 years of experience in utility generation, transmission and distribution, system operations, or dispatch.

  • Must have, or be able to obtain, NERC Certification within agreed upon timeframe.Upon obtaining certification, must keep certification current while holding the position.

  • Basic knowledge of economics and costing procedures.

  • Understanding of SCADA, GIS, satellite phones, VOIP, microwave lines, telephone recording systems, and Short Term Load Forecast (STLF).

  • Must be willing to sign and abide by confidentiality agreements.

 

Skills

 

  • Excellent verbal and written communication skills.

  • Excellent interpersonal and listening skills, with ability to build productive professional relationships and promote a team atmosphere.

  • Proficiency with use of Microsoft Office Word and Excel at an intermediate level and Access databases.

  • Proficient in PC operating systems, including navigation of folder hierarchy structures.

  • Good judgment and reasoning skills.

  • Problem identification, analysis, and solving.

  • Proficient in intermediate math skills.

  • Must be able to work 12-hour swing shifts alone and in potentially stressful situations.

  • Ability to work as part of a team, either as team leader or a member of a team.

  • Must be able to read and understand electronic and paper utility maps.

  • Must be able to distinguish colors.

  • Ability to use discretion in maintaining confidentiality and handling sensitive information.

  • Ability to work independently, effectively prioritize work, manage multiple tasks, meet deadlines, and adjust work priorities as needed to meet department/organizational objectives.

 

Other Position Requirements

 

  • Must possess a valid driver’s license.
  • Must be able to attend work on a regular basis.
  • Must be available to work overtime as needed.
  • Must maintain a method of communication in order to be contacted by MP&W outside normal work hours.

 

Work Environment

 

  • Work environment is in an office environment at the A/O Center and Generation site.

  • Must comply with all safety and site rules at all locations.

  • Must be able to travel for work.
