Planner/Estimator (Electrical)

 

POSITION SUMMARY: 

 

Project planning and estimating to include technical data and materials necessary to efficiently perform construction, repair,renovation, modification , demolition, services and maintenance of facilities, utilities, infrastructure, systems and property associated with the RSS contract. Strong background in the planning and execution of electrical projects interior, exterior and power back-up to support government facilities and infrastructure.

 

MAJOR JOB ACTIVITIES: 

 

  • 1.    Utilize industry-based standard estimating system to develop rough order of magnitude (ROM) and detailed cost estimates. Cost estimates will recognize Davis Bacon Act decisions and local bargaining agreement manpower /craft/jurisdictional requirements.
  • 2.    Develop detailed statement of work and sequential work plan by discipline for construction, renovation, modification, repair, demolition or subcontract . Ensure compliance of state, government, and construction industry codes, standards and regulations.
  • 4.    Build purchase requests for materials, equipment, resources or other requirements to support planned work projects.
  • 5.    Utilize Microsoft Project to create work phased schedule focusing on Critical Path Method (CPM).
  • 6.    Analyze work progress by visiting work sites, monitoring work accomplishment, quality of work performed, man-hours expended and materials used IAW plan.
  • 7.    Project Close Out: Perform after-project audit with work centers for evaluation of completed work, comparison of work accomplished to work planned, estimated discipline man-hours versus actual man-hours expanded, identify lesson learned for future reference.

    MATERIAL & EQUIPMENT DIRECTLY USED:  

    Personal computer and other general office equipment and personal protective equipment and specialized safety equipment, as necessary.

     

    WORKING ENVIRONMENT:

    Frequent travel over long distances throughout the NTTR is required and will necessitate routine overnight stays in austere and harsh environments. As an exempt employee, may be required to work other than standard work hours to ensure effective customer support. 

     

    PHYSICAL ACTIVITIES:

    Work will require lifting up to 50 lbs, stooping, climbing, prolonged standing, prolonged sitting and working with or in areas where a potential could exist for exposure to physical, chemical or biological agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published company work rules.

     

    Qualifications  

    MINIMUM QUALIFICATIONS:

    Education/CertificationsOne year related experience may be substituted for one year of education, if degree is required.

    Eight (8) years of related experience or a four (4) year degree from an accredited college or university with planning and estimating major course study emphasis plus two (2) years related experience. Experience in construction disciplines; electrical,mechanical, and/or structural.

    Experience:

    Experience in construction disciplines; knowledge of supply procedures, work order management information systems, resource management requirements, Familiarity in environmental, safety, and fire regulations that impact facility management.

     

    Skills:

    Building codes for local, state, federal ordinances and regulations.

    National electric code (NEC) and Uniform Plumbing Code.

    RS Means

    Building and infrastructure construction and related materials.

    Read and interpret blueprints, drawings and specifications.

    Detail oriented, able to multi-task and meet predetermined deadlines.

    Strong communication skills, verbal and written to include clear concise reports. Knowledge basic Micro soft software a pp Ii cations ( Word, Excel, Access, Power Point, Outlook, MS Project), estimating software and use of R. S. Means estimating manuals and applications, Auto Cad, Visio software program or other drawing software.
