JOB SUMMARY:

The Finance and Accounting Supervisor is responsible for maintaining sound financial, accounting, collection and reporting practices in collaboration with other departments of Delta-Montrose Electric Association (DMEA).  This position is responsible for the day-to-day administration and supervisory oversight of policies, programs, and principles to ensure that all financial, technical, and statistical methods of reporting are in compliance with required internal and external provisions, laws and regulations governing generally accepted accounting principles.  Additionally, this position is responsible for supervising and coordinating the policies and procedures as well as maintaining the integrity of all data flow for the monthly accounting cycles among the various departments in the DMEA.  This position is also responsible for maintaining good customer relationships (internally and externally).

QUALIFICATIONS AND EXPERIENCE:

A bachelor's degree with an emphasis in Finance, Accounting or Business required; CPA preferred. Requires at least five (5) years of recent practical work experience in an Accounting or Finance discipline demonstrating increasing levels of responsibility.  Progressive experience in a supervisory capacity required.  Proficiency using Microsoft Office products and accounting software programs is required. Previous experience working in an electric utility or cooperative is highly desirable. 

ESSENTIAL JOB FUNCTIONS:

In an efficient and professional manner, while living and demonstrating Company values and in accordance with the DMEA/IBEW Labor Agreement and DMEA Accident Prevention Manual:

1. Supervises full accounting cycle and month-end close functions. Schedules the work of department personnel.

2. Oversees preparation and input of data into the general ledger as the basis of financial reporting, including but not limited to accounting, technical, and statistical reports for entities such as DMEA Board and personnel, government agencies and outside consultants. Develops and maintains reporting which provides key financial data for all managers within DMEA. Reviews and approves reports, data and all other submissions prepared by subordinates.

3. Reviews and evaluates performance of subordinates and recommends wage and salary adjustments, as appropriate.

4. Performs necessary tasks to ensure the Association's cash management program is properly functioning.

5. Prepares and/or oversees preparation of Association budgets, financial forecasts, econometric models, project and cost analysis, rate case studies and cost of service studies.

6. Submits and controls budget needs for respective areas of responsibility.

7. Provides assistance in the Chief Financial Manager's absence as needed or requested.

8. Provides technical support for the overall accounting systems. Coordinates with the Information Technology Department and other departments to maintain the software necessary for the payroll, customer billing records, reporting and other systems. Advises the Chief Financial Manager of changes and implements updates and new programs for the computer information system related to respective areas of responsibility.

9. Maintains records necessary for audits to include but not be limited to internal and external audits, regulatory audits, governmental audits (state and federal), and annual Board directed audits.

10. Performs duties to assist in the analysis and implementation of AMR/DSM and other Engineering, Marketing, Operational, IT, Board or financial initiatives.

11. Works closely with employees, members and contractors to ensure adherence to Association policies and contracts to deliver quality services. Develops and maintains positive relationships with the customers of Finance and Accounting, both inside DMEA and externally, with a focus of objective professionalism.

12. Responsible for continuous improvement of departmental goals and objectives. Develops, documents and maintains procedures and guidelines for key processes and employee development and education initiatives.

13. Performs an on-going audit of accounts to maintain policy and accounting integrity. Ensures that internal controls are memorialized, monitored and updated to insure adequate processes are used to safeguard the assets of the Cooperative and affirm the integrity of accounting records.

RESPONSIBILITY / ACCOUNTABILITY

This individual has the authority to take whatever action is deemed advisable or necessary and may initiate and carry out the action; but is required to advise superiors of the action taken when deemed necessary.  Superiors must be informed of non-routine situations. Due to the nature of the position held, is responsible for ensuring that employees, regardless of rank, adhere to applicable laws, regulations and requirements that they are responsible for and are required to notify the Chief Financial Manager and General Manager of any discrepancies in the enforcement of legal requirements.

KNOWLEDGE, SKILLS AND ABILITIES:

Requires proficient knowledge and the ability to apply generally accepted accounting principles, revenue accounting, auditing and reporting at a level normally acquired through completion of four-year degree in accounting and five (5) years of accounting and/or finance experience, of which two should be related to utility or cooperative accounting.  Knowledge of Rural Utilities Service reporting principles preferred; state and federal compensation and payroll tax laws are required.  Must have a demonstrated ability to effectively exercise supervisory skills, leadership, and functional performance of this position.   Must demonstrate the ability to use analytical methods to identify, quantify and report data that includes routine and non-routine benchmarking (internal and external) in graphical and numeric mediums. Must have and maintain proficient computer skills with Microsoft Office products such as Excel, Word, PowerPoint, Access, and Outlook.  Must develop and maintain strong proficiency in any accounting software systems used at the Cooperative.

Requires strong analytical and communication skills.  Must be able to analyze data and reports; conduct research; implement recommendations; develop plans, procedures and goals; present information to others; and work under pressure in a growing enterprise with numerous tight deadlines and priorities.

Requires understanding and the ability to interpret the local bargaining unit agreement, and administrative policies and procedures to properly apply provisions to supervising and directing the work of subordinates, as well as properly advise and assist management employees.

Understands the concept of providing quality services to DMEA customers and employees and agrees to maintain a continuing commitment to superior people-to-people service.

Understands and uses the concepts of Positive Performance Coaching.

ESSENTIAL PHYSICAL AND MENTAL REQUIREMENTS:

This position has contact with all levels of Association personnel, customers, and internal and external auditors. Requires frequent sitting, standing, walking and use of keyboard/computer; and occasional bending, kneeling, reaching, and lifting up to 30 pounds.  Requires finger dexterity, good vision and hearing, ability to speak, and the ability to perform close work.  Office equipment used occasionally includes personal computers, calculators, related software, copy machines, fax machines, etc.  

WORKING CONDITIONS:

Close to 100% of the work performed is done indoors in an office setting.  Occasional travel by Association vehicle and/or commercial means may be required.  Extended hours may be needed to meet deadlines or required duties on occasion.
