Job Description
PURPOSE: Responsible for the maintenance of the Association’s non-electric plant facilities. Primary responsibilities include monitoring of all Association facilities and grounds, supervising maintenance personnel, and for the contract administration of related services and projects. This position also serves as primary back-up to the Materials and Facilities Manager in all areas, including but not limited to procurement activities, contract proposals and administrative support services, and property accounting.
ESSENTIAL FUNCTIONS OF THE POSITION
1. Primarily responsible for the Association’s facilities maintenance functions. Initiates routine maintenance for all non-electric plant facilities and coordinates necessary repairs, corrections, and services with building maintenance personnel and contractors. Performs maintenance work as needed consistent with applicable labor agreements.
2. Responsible for ongoing maintenance of all of the Association’s non-electric plant facilities through effective project management. Required to learn and understand the various facilities and operating systems in order to better respond and initiate preemptive action or corrective repairs. Provides recommendations for building improvements annually through the budget process or as needed. Responsible for directing to completion approved facilities projects.
3. Directly supervises building maintenance personnel and contractors. May directly perform tasks or assist building maintenance personnel with tasks consistent with applicable labor agreements. Serves as back-up for building maintenance personnel when unavailable to perform required duties or respond to urgent requests.
4. Primarily responsible for writing, evaluating, and supervising contracts relating to various facilities maintenance related services such as janitorial, snow removal, exterior maintenance, etc., under oversight of the Materials and Facilities Manager. Responsible for monitoring contract expiration dates and initiating timely rebid process through the Materials and Facilities Manager.
5. Responsible for preparing annual budget proposal for facilities management function. Compiles budget for plant work orders and routine facilities maintenance. Requests establishment of and monitors non-electric plant workorders.
6. Responsible for completion of monthly activity reports and periodic review of maintenance expenditures to date. Responsible for developing and maintaining a facilities maintenance system for scheduling and tracking repairs, costs, dates, vendors, etc. Assists with maintaining the Association’s database of qualified local, regional, and national suppliers and contractors, with performance history, and all records related to procurement.
7. Assists the Materials and Facilities Manager in planning, developing, recommending and performing programs, policies, and procedures for maintenance, procurement, and special projects.
8. Serves as primary back-up for Materials and Facilities Manager. Assists Materials and Facilities Manager as needed in the purchasing, procuring, receiving, and issuing of materials and supplies for the Association and for all processes relating to contract administration. Includes issuing Requests for Proposals, selecting and negotiating with vendors, issuing and administering contracts and purchase orders; expediting and following up on purchases; resolving performance problems; maintaining purchase order and subcontract files; and providing assistance to other departments in the preparation of purchase requisitions. Approves invoices for payment in the Materials and Facilities Manager’s absence. Supervises purchasing personnel in the Materials and Facilities Manager’s absence, or as needed.

Job Requirements
ESSENTIAL POSITION REQUIREMENTS
Qualified candidates are required to have completed a high school education, a minimum two years of post secondary training in a related field and a minimum 6 years of directly related work experience in the monitoring and maintenance of facilities such as MEA’s. Preference will be given to those candidates with appropriate educational credentials such as building mechanical systems, construction, contract administration, organization management, business law, and/or CPM certification. Additional preference will be given to those candidates whose prior experience evidences successful supervisory and project management experience. Experience working with computerized inventory systems is desirable. Must have a valid Alaska driver’s license and a driving record acceptable and insurable by MEA’s insurance carrier at standard rates.

Salary begins at $1,100.85 weekly ($57,244 annualized), DOE.
