 Job Description

ESSENTIAL FUNCTIONS OF THE POSITION

1.       Supervises personally the District Engineer, Systems Engineer, and Distribution Engineer. Makes recommendations related to hiring, terminations, etc. Sets goals and objectives for employees, develops criteria, coaches, and monitors employee’s progress on goals. Prepares and administers employee evaluations and resolves personnel issues as necessary. Communicates management directives and goals to employees. Applies and follows the terms of applicable collective bargaining agreements as directed by Senior Management.

2.       Directs a wide variety of engineering services.  Reviews designs of others and assists with oversight of construction projects or field staking, including those in the Construction Work Plan (CWP), resultant Long Range Plan (LRP) improvements, overhead and underground distribution extensions and system improvements. Prepares or leads design and planning document activities, LRP activities, studies, and IRP recommendations of manpower resources needed to meet the Associations recommended schedule. Prepares special studies and reports on both the status of current design and construction projects and actual cost evaluations. Activities may include load flow, short circuit and protective coordination studies, economic evaluations for the Associations assets, or oversight of contractors or consultants to the Association on similar activities. 

3.       Assists the Sr. Design Engineer on technical matters and with the contracting process on design and construction projects as required.

4.       Reviews and makes recommendations for operation and maintenance practices and activities, including dispatch, protective relaying, switching, communication and/or SCADA or other communication systems, whether design or operational revisions or improvements.

5.       Recommends proper technical procedures based on industry standards, codes, and techniques while following the tariff and other MEA policies and procedures.

6.       Conducts office and field meetings with members, including residential customers, commercial developers, builders, independent power producers, and Government or Agency officials and prepares related written communication. Responds to customer phone requests in a timely manner.

7.       Assists in resolving construction issues tariff issues related to transmission and distribution system repairs, improvements, and planning and recommends appropriate direction and corrective measures.

8.       Provides oversight, analysis, and/or studies of annual requisitions for major plant items, including substations, transmission, and distribution assets, or discrete items like poles, transformers, conductors, and cable.

9.       Assists the Division Director in preparing design analysis and construction standards and related training for the Association. Prepares special analysis for construction or design improvements as assigned.

10.    Performs the duties of the District Engineer during their absence or position vacancy.

Job Requirements

 ESSENTIAL POSITION REQUIREMENTS

 

Qualified candidates for this position are required to have a Bachelor of Science in Electrical Engineering degree and ten (10) years of directly related experience in the engineering area. Additional related experience in the electric utility distribution area may be substituted for the educational requirement on a year for year basis. Must posses a State of Alaska, Professional Engineer (PE) license.  Preference will be given to those candidates whose prior experience evidences responsible engineering experience in electrical substation, transmission and/or distribution facilities or related areas. Requires a valid Alaska driver’s license and a driving record which is acceptable and insurable by MEA’s insurance carrier at standard group rates.
