Telecommunications Engineer-Cyber Security

 DESCRIPTION: 


The Cyber Security Professional is the cyber security architect and is responsible for planning, analysis, design, implementation and support of cyber security technology at the District. 

Primary Functions: 
• District Cyber Security architecture and design. 
• Accountable for the development, maintenance and oversight of cyber security systems. 
• Accountable for cyber security processes and procedures to defend, detect, respond and contain threats and breeches. 
• Develops and designs the security framework that ensures technology and procedures comply with the Districts requirements of internal computing controls and external agencies such as Sarbanes-Oxley legislations and the FERC regulations, as well as others that apply. 
• Operate CIP software compliance tools. 
• Periodically perform audits of CIP processes and tests 
• Annually review and update all CIP Policies and Procedures if necessary 
• Support the initiatives that support the mission, goals and objectives of the District’s Strategic Plan. 
• Perform other duties as assigned. 
• Work with the District Security Coordinator and the District Compliance Office to insure CIP compliance. 
Secondary Functions: 
• Attends classes, seminars, conferences and reviews professional literature to enhance knowledge of trends and developments related to infrastructure protection. 

QUALIFICATIONS: 

• Bachelor's degree in the Information Technology field or equivalent years of experience. 
• Background in network operating systems, application software, and routing and communications systems. Extensive working knowledge in the 10 domains of security. 
• Preference is to have Certificated Information Systems Security Professionals (CISSP) in this position. 
• Must have extensive experience with Cyber Security including Firewalls, Two factor Authentication, Secure Sock Layer Virtual Private Network, Mail and Web Security, cryptography and encryption, public key infrastructure, application and database security, and have designed and implemented such systems demonstrating the ability to design reliable, scalable, and secure networking environments. 

OTHER KNOWLEDGE, SKILLS AND ABILITIES: 
• Strong knowledge of Data Security software and procedures. 
• Strong working knowledge of the 10 domains of Security. 
• Strong Knowledge of process and procedure development and auditing. 
• Strong knowledge of computers and related technologies to support CIP operation. 
• Strong knowledge of data infrastructure and architecture requirements and components of network operating systems. 
• Considerable knowledge of wide and local area network protocols and diagnostic tools. 
• Ability to supervise, assist, and coordinate compliance standards through process owner staff. 
• Ability to communicate effectively with all levels of system operations employee’s. 
• Must be able to pass a background check required by District policy to work around critical Power systems unescorted. 
• Must possess advance knowledge of both the Novell and Microsoft directory services environments. 
• Must be able to manage simultaneous projects with attention to detail. 
• Ability to exercise independent judgment and be a team player. 
• Possess excellent organizational and time management skills. 
• Valid Washington Drivers license required. 
• Continuing education is required to remain current on industry trends and protocols. 
• Must be available for travel outside Washington State for training, conferences, or project briefings.
