Manager - Civil Structural Engineering

Job Summary:

Manage the activities of the BLN Civil and Structural Engineering organization to provide engineering service. Ensure managed activities are conducted in accordance with appropriate regulations and TVA policies and procedures; in a manner to maintain technical integrity of TVA facilities; and to safeguard the health and safety of the general public, the environment, and employees. Maintain the site design basis, plant configuration control, and allocate the design margins on safety-related systems. Oversee engineering activities at BLN to ensure that project milestones are met within budget and on schedule. Provide oversight and governance to contractor activities to ensure that all activities meet or exceed contractual specifications. Authorizes design activities necessary to ensure plant design basis is maintained and ensures the electrical and I&C program is managed in an effective and efficient manner.

Primary Responsibilities:
º Responsible as the site design authority for Civil and Structural Engineering and related critical systems, structures, and components. As such, maintains design configuration control and design basis documents.
º Manage the preparation, control, and approval of architectural facilities, civil, concrete, masonry walls, and steel drawings; specifications, design calculations, and design change documents, for use in construction modifications, maintenance, and operation of the nuclear power plant.
º Manage the development of engineering requirements for specifications, design criteria, drawings, engineering technical guides, standards, and instructions to ensure design integrity and compliance with nuclear power and engineering policies, procedures, and applicable legislation.
º Plan work assignments, determine methods, resolve technical interfaces, and act as the final technical authority on engineering requirements, to ensure the efficient and effective production of engineering deliverables in a timely manner.
º Manage the areas of responsibility within policies and procedures, labor agreements, and applicable legislation, and provide leadership to personnel. 
º Approve design and modification packages, including design drawings, engineering specifications, calculations, tabulations, requisitions, bills of materials, test documents, procurement specifications, etc.
º Document, evaluate, and resolve all conditions adverse to quality in areas of assignment to ensure design integrity and compliance with all TVA Nuclear and nuclear engineering policies and procedures, and applicable legislation.
º Provide support as required to resolve specific engineering issues.
º Maintain open and professional communications with contractors, INPO, EPRI, and NRC personnel to discuss engineering problems and solutions.
º Manage the preparation, update, and control of engineering material for the design basis, Final Safety Analysis Report, and other licensing submittals.
º Manage the activities of engineering task performance contractors in order to execute the responsibilities of the contract technical officer

Minimum Eligibility Requirements:
º B.S. in engineering from an accredited university. 
º Masters degree is desirable.
º Experience -12-15 years experience in nuclear power plant construction, operations or technical support activities including a minimum of 5 years of nuclear power plant experience. 
º Greater than 3 years of site engineering management experience. 
º Must have experience in dealing with NRC, INPO, etc.
º Completion of PWR and/or BWR systems course is desirable. 
º PE is desirable. 
º A broad knowledge of engineering theories, principles, practices, codes, standards, and regulatory requirements sufficient to manage multi-discipline production engineering. 
º Demonstrated ability to supervise personnel, manage budgets, control projects and schedules. 
º Must have the ability to analyze complex technical and management problems and determine the most cost effective solution.
