Senior Equal Opportunity Compliance Manager

RESPONSIBILITIES: 
Responsible for preparing review and analysis of complaints of discrimination which ensure legally sound and accurate final agency decisions for final signature by the Director, EOC. 

PRINCIPAL ACCOUNTABILITIES:
1. Responsible for drafting high-quality final agency decisions in a timely manner to ensure legal sufficiency and consistency with relevant case law, content, scope, and depth; and conformance to federal regulation, Equal Employment Opportunity (EEO) Management Directives, and TVA policies. Cases range from those requiring fairly standard legal responses to many which involve detailed and difficult legal interpretations and conclusions.
2. Provides counsel and guidance to the Director and Equal Opportunity Compliance staff regarding the interpretation and clarification of relevant case law to ensure that the appropriate legal standards and theories of discrimination are followed.
3. Identifies cases that have the potential of far-reaching impact upon the Agency or needing to settle, determines Agency liabilities and provides resolution recommendations to the Director of Equal Opportunity Compliance.
4. Prepares responses to the more complex inquiries concerning the processing of Equal Opportunity complaints. Provides consultation as needed.
5. May perform Equal Employment Opportunity investigations of complaints of discrimination.

ELIGIBILITY FACTORS:
Education - Must have a J. D. Degree. Legal education and training, including senior level knowledge in EEO case analysis/adjudication in Title VII law practices and procedures is required. 

Experience - Five to seven years of experience and technical training in the Equal Opportunity counseling, mediation, investigative and analysis processes. Must have analytical working experience and skills in EEO counseling, conducting EEO investigations, analyzing investigative records and drafting final agency decisions that comply with applicable regulatory standards including the appellant process. 

Knowledge/Skills/Abilities - Knowledge of employment discrimination theories, applicable legal standards, laws and federal regulations. Must be willing to travel.
